CAN THE RE-INTRODUCTION OF PENALTIES INTO GHANA PREMIER LEAGUE AFTER A DRAWN GAME SOLVE GHANA'S PENALTY CHALLENGE?

Penalty Shout-out was introduced in Ghana Premier League for the first time

* Penalty Shoot-out was invoked for a bonus point after a drawn game. Victory in the regulation time of 90 minutes fetched three points. The club who wins during the penalty shoot-out gets two points and the loser has a point after a drawn game.

* This was introduced under the influence of the PNDC government headed by Jerry John Rawlings. The Sports Minister at that time was Mr. Kwame Saarah-Mensah.  Mr. Sam Okyere was the GFA Boss but was later replaced with Mr. Edward Awuah-Nyamekye in December 1989 Five months after the start of the league season.

* This penalty shoot-out issues came up after Ghana Under 21 failure to qualify to the 1989 FIFA World Youth Championship ahead of Algeria when Ghana lost 5-4 on penalties after 3-3 aggregate scores in 1988 and the Ghana Black Stars also failed to qualify to 1990 African Cup of Nations when they lost 5-3 on penalties against Gabon on 23rd April, 1989.

* When the penalty shoot-out was introduced, Hearts of Oak in the same season, 1989-90 were in the Cup Winners' Cup Competition.
Hearts of Oak lost 5-6 on penalties to Club Africain of Tunisia in the Quarter-Final stage.

* Asante Kotoko after the season booked their ticket to 1991 Cup Winners' Cup competition and were eliminated through the penalty shoot-outs against ASFA Yennega of Burkina Faso which was coached by Malik Jabir who was Asante Kotoko former coach.

* The only team to win on penalties at that time was Ghana Black Starlets (Under 17) in 1991 who beat Qatar Under 17 team in the Semi-Final stage of the 1991 FIFA Under 17 World Cup held in Italy.
